Set up my limit

I set up a limit om my account with a value of R600 and it exceeded the amount!
I do understand that if i use a service that i must pay but after setting up a limit it still go over the limit!
As the consultant with a attutude argued with me she said that i do not understand the limit form and as i was reading the form to her she said that even if i fill in this limit form the limit is not guaranteed to be set.
What is then the use of having a form like this if i can't set up a limit as i can with anyother account!
