Untoward treatment

I always pay my bills regularly and well before the due date. Notwithstanding, in June 2013, I received a statement, not only showing that I was in arrears, but also an amount levied for interest as a charge for late payment.. After much discussion with the department, and proof that I was never in arrears on any payment, the said charge was reversed (October 2013 Tax Invoice). But lo! on the November 2013 Tax Invoice the amount (R 15, 55) was not only put back again (which I for the time ignored) but on the December 2013 Invoice doubled to R 31.13. Notwithstanding that I had once again referred the matter to one of the executives (as I had done on 1 October 2013) the question has not been resolved. Whereto Gehasi? What does one say, or what does one to do in such a situation? As for myself I am at loss!!
