Line speed

I pay for a 4meg adsl line and the line runs at 2megs. Apparently my area supports 6megs and we got a free upgrade. Iv called several times but the problem has never been fixed and the speed is still only running at 2megs rather than the 6megs we supposedly were upgraded to. It seems to be a otherwise surely the problem would have been fixed. I at least want the 4meg line i pay for ;(
