2 meg line performs at less than 1mps

Ive never recieved speeds higher than 950kbs on a 2 meg line which I find odd... what is even more strange is the fact that telkom claim my 2 meg line is upgraded to 4megs for a promotional period and guess what? still cant get over 950kbs... so thats pretty odd
