Change of debit order details not activated!

I have a contract with Vodacom that gets deducted via automatic debit order every month and all was fine and well and account always up to date until I changed from bank accounts. After changing from bank accounts all the relevant information was sent to vodacom via myself and the bank, vodacom acknowledged the changes and sent an sms to confirm the new account details that the monthly debit order must be deducted from, but they never activated the debit order as they were supposed to. now my phone connection has been suspended and there are penalties to be paid, and even after phoning them again today and them admitting that they did not activate the debit order the phone will only be switched on after the oustanding amounts are paid manually including the penalties and my upgrade due for end of November was also posponed to February. So please tell me if it is fair that I must pay for a mistake that was made by Vodacom's accounts department?
