3 Gig Data Bundle Exceeded

I have a router model HB7A1H with a 3 Gig data bundle which is normally more than sufficient for my usage on the IPhone 5 and IPad and my account bears testimony of this until Setember 2013 when I exceed the bundle by R2000 plus which Vodacom duly deducted. I reported this to the supplier & they checked the account online with me and nothing unusual was noted? October this scenario was repeated payable in November and a wasp subscription was identified which was deleted. On my own accord and with limited help from Vodacom who were vague on how to change passwords on this device I changed the password and I started to monitor my usage daily on the mobile package and switched of the router when i identified another charge of R1000 plus now due in December. I will have paid R5000-R6000 for out of bundle charges and the DATA is still being depleted with the router switched of? Angela said she will send an email but does not feel confident it will be resolved. Spent my whole career in IT so I believe I am more than qualified to say I am being fleeced! How can I escalate the problem as I don't believe that a data usage report from Vodacom will help - router is switched of!
