Contract not activated after a week

Signed up a contract at a Vodacom branch at the Phoenix Plaza. I signed up on the 27/11/2013 and was promised that within 24 hours my sim swap would be done, and my BIS and airtime would also be activated. It is now the 6/12/2013 and still no activation. The sim swap activation also took much more time then promised. The line is still a prepaid line though. I have contacted the consultant, store and call centres, all 3 have been of no help. When I called the store this morning, the sale person tells me she cannot do anything due to the paperwork not being in the store, she also said that she had other issues to deal with, even though I called her earlier this morning as well. This is the second contract that I hopefully will be taking with this service provider, if the staff are able to correct the issue. I am very disappointed with the poor service I have received, it seems clients who scream and shout seem to get better service.
