Top-up 500 account - billed for almost R10000

How can we be billed for nearly R10000 when we have a Top-up account? Isn't the point of a top up account to avoid precisely this kind of situation? The unhelpful call centre personnel are adamant that it is a result of data usage - when our data bundle runs out we buy an additional R200 worth of data to continue. How can they then bill us for this excessive amount?
