Failed Speedtest???

Ok so recently Telkom upgraded the lines (Which has been so great). Then yesterday I got home tried to go to a website. It took forever to load. Checked the router... it's connected and functioning. Reset the router. When the router came back up I ran a speed test. First time in my life I saw that a person can actually fail a speed test.
Phoned telkom, the guy reset the port. Great now I run a speed test (keeping in mind I have a 4MB line) Ping 22
Download 0.08 and upload 0.34. Phoned telkom again gave the guy the ref nr. He then confirmed that there's noise on the line. He put me through to the next "department" after 28minutes I hung up. It just seems like as soon as you get excited about telkom they just put you right down. Please fix this as soon as possible!
