Misrepresentation of internet speed by telkom

I am subscribed to the 10 mbps service and after checking the speed on ookla complained that it was very slow. i was refered to telkoms speed checker which showed the speed at 8.45mbps which seemed reasonable. ookla still showed it very slow and mybroadband showed it even slower.
Whats going on? It appears that telkoms speed checkert is not to be trusted. I cant even watch a youtube video without bufferring at the moment . here are the 3 tests done within seconds of each other.
ookla ping is 592 ms download is 0.33mbps upload 0.27mbps
my broadband ping is 682ms download is 128kbps upload is 691kbps
telkom speed test ping is 15ms download speed is 8.48mbps and upload speed is 0.69mbps
Can someone tell me what is going on here.
