0.5mb download speed on my "4mb" line

I have had issues with my line for the past month and a half. Prior to this, I had NO issues with download speeds or pings. I am a gamer, so I take things like ping very seriously as it can affect gameplay quite severely (and be incredibly infuriating too). During this last month and a half, I upgraded from 1mb to 4mb (somehow hoping it would fix this problem I shouldn't have had in the first place). My line sometimes works fine, but it is so erratic that I have had enough, I go from 3mb speeds (not even 4mb, something which I know I will not achieve entirely) to 0.5 and that area. My ping is also between 150-250 on LOCAL servers.

Previously, I have been on MWEB's case as they are my ISP. Yet its something that they can't fix. I called Telkom yesterday, and they told me everything was fine on their side. Called Mweb, and they made me do a speedtest on a Telkom guest account. Same. I test my line on my Afrihost 1gb account, SAME . SLOW SLOW SLOW! My line is not functioning correctly, Telkom need to come sort it out. Funny thing is, I get normal speeds (19 ping, 4mb download speed) in the early hours of the morning (2am)

Fix your Telkom. Enough is enough!
