Still waiting for feedback on upgrade

I applied for an upgrade, and received an e-mail on 8 Nov, stating that I would be contacted within 24 hours. Needless to say, I was not contacted. I have tried calling the number provided, more than once, but gave up after 10 minutes of holding.
