Not doing as promised

Hi. i went to the 8ta store in festival mall yesterday to open an account.
i asked the person if i can get 1 contract with 2 phones or 2 contracts with 2 phones (samsung galaxy young S5360) but on the saver option 1 and not a normal contract.
he told me i could come back later the afternoon and it will be processed.
now my problem is, you don't call customers to let them know what is going on and not one single store answers their phone.
i got back yesterday afternoon, only to hear that the accounts department have not uploaded my requirements onto the system to give me a price to proceed with the application. he told me i will have an definite answer this morning at 9.
well, i am still waiting for that answer.

honestly this is the worst service i have ever received.
