Add another accout to existing account

I received an sms 1:00am in the morning of 25 October 2013 stating another account has been opened on my existing account. I have not filled in or signed any document for opening another account. So I phoned them the next morning asking them what this is all about. They then asked me if I did not request to open another account to go to the police station and get an affidavit together with a certified ID (Seems you need more prove to get rid of an account which you didn't apply for than to create one). So I did this the next day and faxed it through to the number given to me. Then at the end of the month I get another surprise I am billed twice even though I phoned and told them I did not request an extra account. So I phoned again with the reference number etc.. The person then told me I will be refunded when the investigation is done, but I should not worry as the account is locked. In short I pay for something that I cannot use even if i wanted to (which I don't as I already have a phone.) Apparently they will give me feedback on the 15th of November which is ridiculous since it took them one day to open it.
