Infrastructure Development, really?

Hi

I have ordered an analogue line from telkom at the beginning of October 2013.

However, I have been told that I cannot get a line due to infrastructure development being required. And no-one can provide me with an expected date of completion of this so -called infrastructure development. I do not blame the call centre as I do not believe that they are provided with this information.

What I cannot understand is that I live in a brand new complex and there is already other people in the complex who have active telkom lines (please contact me via email and I will provide them to you). So I am not quite sure what infrastructure development needs to be done.

So the big question is how can the above person have an active telkom number but I cannot get anything, yet we live in the exact same complex that requires infrastructure development?
