Failure to understand or give customer service

I have applied for an ADSL line which is readily available in my area. Telkom told me that my house does not have the infrastructure (pipes). I have offered to put it in myself according to their requirements. The call centre (all of the 5 people that transferred my call and the supervisor that is not available) have come to this conclusion which they are reading out to me:
You do not have infrastructure
Only Telkom may supply infrastructure
Telkom does not supply infrastructure
???!!??

How is it that when it comes to government corporations, you have to beg them to give service? They could care less..
