Being charged for BIS on IPHONE

I upgraded my Blackberry to an IPHONE in November 2012. I recently picked up that I am still charged for the BIS- service. This is the response that I got from VODACOM when I requested the refund.
"Subject: RE: EC-ZH7B-2P17MO B0102509-6
Herewith confirmation, BIS removed from cell no 0825950072.
Please note that Vodacom cannot impose services on any of their client's lines and contract nor can we on our own accord delete services our clients? are subscribed to. With regard to your enquiry, regarding the deletion of the BIS service from your line, should you have requested for the service to be deleted in writing, then kindly provide us with the reference number for the request and we will accommodate your request your request for credits, however should not have, then we undertake, from this enquiry to have the service deleted, accordingly."
I was never informed by the representative of VODACOM to cancel the BIS service. I strongly feel that it is VODACOM's responsibility to cancel the BIS, or give the client a standard form to sign when upgrading to a phone that they are FULLY aware the BIS service will not work on? I have paid for a service that I did not not need?
