Bad service

I took a cellphone contract with Ismart and the phone was delivered to me on 21 October 2013. On the delivery note it states that the sim card will be activated within 72 hours on receipt of the phone. To date the sim is still locked. I tried calling their customer care line and it just rings and prompts me to leave a message and no one comes back to me. I would really appreciate it if someone would come back to me on this matter.
