Roaming charges doubled

I'm a Vodacom customer and I'm currently roaming in Nigeria. Per Vodacom website the roaming charges should be R10/ minute, but to my surprise I have been charged R23.50/ minute since I started roaming. i'm roaming on Airtel, as per the SMS confirmation sent to me by Vodacom.

I called the 111 to enquire, a lady by the name of Nono couldn't really explain to me, instead told me Vodacom has no control over the tariffs and she (rudely) put me on hold without even telling me so, which means I continued being charged R23.50/ minute even while being placed on Hold by Vodacom.

I would like clarity on this matter. Is the information on the website misleading?
