I was notified via sms of an upgrade on one of my cell contracts which I had not authorised. I called the call centre and informed them of the problem.
I was told that someone had telephonically upgraded my account and that they would log my report (later I was told it was an on-line upgrade.
During all of this I was at a 3 day conference so the exact course of events I do not recall but I called 111 a number of times over the next few days as I was consistently promised return calls that never materialised.

One huge concern is that I requested that someone from management calls me. Someone that has the authority to either say yes, we can do that, or no, we will or cannot... I am still waiting!!
I have sent through an affidavit etc. and now I wait.
Since then when I call the helpline and enquire on upgrades an automated voice thanks me for sending through a copy of my ID and signed documents and my phone will be delivered on the 30th October... this after three phone calls and reference numbers confirming I did not request the upgrade.

Why is it so difficult to get someone to respond that has some sort of authority?

I have been with Vodacom since 1995and expected more.
