Duplication of sim card into data card

I work 4 a gov agency. I was informed that bcoz of my position & grade I have to take a co cellphone. In April, when I got the phone it was on an open billing contract in my name, falling within the corporate acc of my organisation. For Apr-Jul '13 Mtn never sent me any statements or invoices of my cell acc. After my contract was migrated to topup they sent me an excel doc stating I owed R9428.29 for the 4 months stated above. I asked them for a breakdown of this month, I was only given a breakdown for Apr, a billing period of 15 days which amounted to R6029.78. Bcoz of how ridiculous this amount was I thought they'd mistakenly charged me a handset fee. The breakdown showed R5580.67 was used on data. I never used this data. I informed Mtn of this & requested a full investigation of how, by whom & wherefrom this ridiculous amount of data got used. Mtn never investigated in full instead Mtn uses dirty tactics of changing debit amounts to try () my money from my bank acc, when I block their debit orders Mtn changes the amount so the debit can go thru. I've heard that there's Mtn employees who clone/duplicate Mtn sim cards, Mtn knows this but doesn't want to investigate...!
