No ports, so no Telkom line

I applied for a Telkom line with ADSL on the 24th of September, for which I was given an order number. The salesman in the Bayside branch told me that it will take 1-2 weeks.
After several followups I have now been told that there is no infrastructure in the area. That there are no ports free on the exchange. Sure no problem, perhaps a week or so delay until a new card is installed. No, I get told that they are not going to install this new card within the current financial year... which only ends in March 2014.
I mean surely... in a newly built area, once port usage reaches a certain percentage, increase the amount of ports. You can understand that quite a number of people will apply for services. How can you not make provision?
Now, me as a paying customer, has to wait until Telkom decides to install this card. It could only be next year this time, who knows.
I think it's rather ridiculous.
