Slow speeds due to Excange

3 weeks ago I made a complaint and the issue was resolved. Now it just started again. I don't understand why Telkom can't fix this. They didn't even try to contact me to try and resolve my issue, they only gave me a ref number... I'm paying for something that I am not getting. :(

And it is not my ISP, already verified with them.
