Device not working after purchase

After dealing with Telkom/8ta for the last month and going on the 2nd month pertaing a S4 galaxy phone- I still havent received the device despite emails and correspondence to the store or the contract department. I was told by Mantombi that i will have to wait as the part will only arrive on the 18th of October 2013. I am still not getting any help from anyone at telkom and am paying for this new phone. Who needs to make a decision on replacing this phone or rather cancelling my contract
