Lack of urgency

Here with I need to act on the service of Telkom Witbank. The municipality damage our telephone lines (cable) and Telkom has concluded its investigations, the cable in our area will be replaced and the restoration is targeted for 2013 10 30, for me as a client it is unacceptable due to the fact that I urgently need the phone in working order and could not use it due to the fact that the cable is not working and it's not a matter of urgency for Telkom to get it sorted and no calls can be received either but the end of the month they don't hesitate to charge me full payment for the month on the account but I could not use my phone - why pay for a service where you don't get any service?! I need to get this sorted urgently and also I need Telkom to consider to refund me for the period my phone line was not in working order.
