3 weeks later and still no phone!

i conclude the full contractual discussion re. a new upgrade 3 weeks ago.
i was promised a black phone per my request.
upon delivery a white phone was delivered. i sent it back
since then, i've received either NO feedback, was told they have no record of my delivery or was actually told my upgrade was cancelled?!

this is shocking service.
