No Porsts availible for line upgrade

How is it possible that i cant get ADSL in my complex after having applied for it in June and still waiting, when our Body Corporate got a line installed and upgrade in July??

If i have been on a waiting list should i not get preference?

After trying to find this out from Telkom they said we can use the same infrastructure as the body corporate and arranged for the upgrade on 23 September and received and sms stating such. Nothing happened. When i phoned them today, they could not pick this up on the system and went back to the same story of no ports available.

I need to use ADSL to work from home but they keep changing their story.
