Refusal to Port num

My company has taken over my Auto page contract. We have been trying to Port my number for over a year now. They have been giving us the runn around ever since, we have submitted all required documents and information. They keep on sending sms's your request to port your number has been declined. Are they that desprate for business or is it a lack of knowledge. I have submitted a complaint and are still waiting for a response
