Excessive internet usage/Throttling

Hi

I'm currently paying for a 4mb line and my line is being throttled down to 15kbps this is unacceptable and browsing the net is unbearable, I also use the internet to VPN to work at night and currently i'm unable to do so. I called the call center last night and they told me it was due to excessive use but they could not tell me when I go into the excessive usage category. PLEASE RESOLVE THIS ISSUE ASAP.
