ADSL account throttled to almost no speed

8 August 2013: Received this email from Mweb: - From 1 September, if you continue to show excessive usage patterns, you will experience slower connection speeds.

I contacted Mweb and spend about 90 minute of the phone to try and find out what the threshold on a 1Mbps line should be. I spoke to 4 different agents and nobody could answer my question. Therefore I believed that uncapped means uncapped and that no threshold applies. The call cost me R60.00.

14 September 2013: My daughter complaints that the web pages that she visits as part of her research for her Honours studies at NMMU does not open and that she receives a time out error message when she tries to visit the pages. She could not even open the NMMU student website to download her email.
I checked my account status and found that the account had been throttled. I contacted Mweb and spoke to Zayne Phillips. Zayne said that my account had been throttled because I had reached my threshold. When I asked Zayne what the threshold is he replied that he does not know.
If Mweb does not know what the threshold is, then how do they know that I have reached this so called threshold?

I can currently only connect at .22Mbps.
