Requiring bank account by over the phone

The service centre wanted to sell me the Telkom Simpel package, which seems really attractive. But I was not allowed a surveillance by a technician if I did not give all my personal information. When asked that they need my bank account number and I refused, the service centre said then they can not send the technician to evaluate if we can get the telephone line. How is my bank account number and ID number relevant for a evaluation? What a waste of my time.
