Line being throttled

Ref: 353CRK130113 and numerous discussions afterwards

I have a 4 meg line that is being throttled to perform well below 25 % ito downstream speed... the line speed never runs beyond 700 - 800 kpbs

I have become frustrated with Telkom agents telling me there is nothing wrong with the line... I'm not sure how they know that 'cause no one has ever come out to verify my complaint
