Uncapped 4MB line... more like 4kb line

I recently moved into a new apartment and signed up for an uncapped throttled 4MB connection. The line worked great for the first 3 or so weeks, and then the line speed dropped drastically (to the equivalent of a 256kb line). When I phoned to ask what was happening I was informed that I was throttled, but that it would be reset in about 3 days. After a week line speed was back for 2 days when it then dropped so low that the google home page took 1minute to load. Again I was informed I was throttled. No one has been able to tell me 1) why I've been throttled to such an incredibly low speed, 2) what the threshold of being throttled is, 3) and how they work out how to what speed to throttle you to. I have essentially been without an active Internet connection for the past week due to the speed being so slow. All my calls to try and get explanations have resulted in being told they are unable to give me the information I require, and to wait to be reset (which just is not happening). I am paying for a service that I am not receiving. If this is not resolved soon, I will be canceling, as well as laying a formal complaint with the National Consumer Commission.
