15Kbs per second as a 2MB uncapped subscriber!

I am running out of patience with Telkom as my ISP.
I pay quite a steep price for DSL (and telephone) and 2mb is almost out of my budget but i need my Internet fast and uncapped.
I never abuse my line or download 24/7, but when i need to do some streaming or Xbox 360 game downloads i need this service reliable and steady.
I have had the slowest of speeds every night for over 2 months between Monday and Friday which starts at 5PM and ends at 11PM.
I cannot stream at the lowest of settings or even install a 10Mb app on an Android device its so slow!
I took out a 1Gb test account at Afrihost to make sure its not line congestion in the area, but the account at Afrihost flies at a good 205kb's!
My line stats are decent so i know this is not a problem either.
Im really tired of this Telkom, im not getting what i pay for and am already seeking out alternatives for an ISP.
Your call centre never helps me and i have done nothing to get throttled so heavily as im not near your T@C's to grant throttling.
This is pathetic, and i want a speedy line when it counts and when im home from work.
Another night with nothing done and i can barely open a page on the Internet, simply unacceptable.
