Poor service and not keeping to an arrangement

I received an extremely high bill from Cell C for approx R6800 for data usage, where my bill is never more than R350 on that account. I kindly requested Cell C to investigate and returned with an answer saying that the billing is correct and I have to pay it. They however cannot explain how so much data got used.

Without any option as they are insisting its correct and still not understanding why, I explained as a domestic user where I have a limited income I could not afford to pay this amount outright. How would I survive the month?
Cell C agreed to setup a payment arrangement (Admission of debt) for the amount at approx R920 per month which after waiting a month I finally received only to find that yesterday morning they decided to debit my account with R5100. What happened to the agreement of paying the amount off as setup by them?
How does a person survive with more than half his months salary taken from under his feet?

I called Cell C call centre and they couldnt assist me and gave me a reference for my complaint and said it would takee 24-48 hrs for someone to get back to me. What does a person do in the meanwhile at the same time having to stress about finances.
