Paying samsung SIIII that I did not recieve

Vodacom is deducting on my account for the phone that I did not recieve I am currently having a contract with vodacom this year my contract will be finish, but vodacom upgraded my contract without my permission and I did not even recieve the phone, On the 22 of July 2013 the were suppose to deduct the R185 but I saw a deduction on my account the amount of R429, then I phone vodacom to find out they told me I requested for an upgrade but funny the phone they talking about I don't have but I am paying, they told me to do the affidavit at the police station and bank statement with my id and send it to them, same day and they phone me to tell me that they have recieve my documents, the matter will take 48 hour I waited for them after a week I phone to find out because I also need a refund the consultant told me that she is going to send the email to the person who is dealing with the matter at the department but they did not contact me back, what vodacom did they deducted again and now the amount was R958 phone again the lady from department told me that she is going to phone me back that was Wednesday but she did no come back to me till today no one bothered to call me
