Incorrect billing incompetence from cell c

I have had a very bad experience with cell c, I took out a modem (speed stick) with cell c about one month ago...
From the time I took out the contract I have had endless problems with cellc...
Cellc ported my Vodacom number with out even asking me!!! After endless calls I left it...
I was clearly getting no where with my query...
The modem I took out with cellc was a contract of R119.00 a month
Cell C billed me an amount of R514.00 and they then debited the money from my bank account!
When I called c cell numerous times the call centre agents advised me that I was billed incorrectly
They also advised me that someone from the call centre will contact me back...
They also advised me that cellc will refund me an amount of R450.00...
They also advised me my billing problem has been sorted out...
After fighting with call centre agents a gentlemen with the name Neville called me on Saturday afternoon..
Neville than told me I will not be receiving a refund they passed a credit note (unacceptable I want my money back!!!)
My billing issue is still not sorted out after the call centre agents as
