Cell C Upgrade ID verification problem

I went to Cell-C Kolonade to upgrade / renew two contracts.
1) One of the phones we want to upgrade to was not available and in stock, asking when it will arrive the response was we asked for feedback but have not received it yet, the lady then said she will send a mail tomorrow and get a response and advice.
2) The second number I wanted to upgrade the phone was available and all the documents were handed over, my ID number is not on the system the last three numbers of my ID changes as what happened to 90% of males after 1994.
Since my ID was not accepted on the system they cannot handle the application, funny this is the fourth upgrade on the two contracts yet the only time they even had a problem with my ID, fact is how was a FICA performed on me when this become a requirement. To have this corrected I must submit my old ID or write a letter to Cell-c explaining why my ID number changed. Cell-C would then contact home affairs to verify this and after that only would I be eligible to have my application processed.
How was FICA done or was it done where are the records or are their records up to date surly this is not the case. ICASA please investigate...
