Vodacom Charging BIS when cancelled

Good day, I found out to great amazement that my vodacom contract was overdue after i stopped my debit orders for a few months due to being overcharged Made a payment of R1200 on an arrears ammount of -R1152 as provided by the consultant that assisted me. Today trying to phone someone in a hurry i get a message that my subscription is blocked and i was put through to accounts department. I was still owing them nearly R600. and i asked why? They said because of the BIS service. I cancelled this Blackberry Internet Service in March 2013 when i upgraded to a new package TopUp200 down from a TopUp315 package. I was thus overcharged for this BIS service since March 2013 till date. Vodacom should refund me the overcharged amount and amend the account accordingly. Their Accounts department refused to let me speak to a supervisor and switches to their Customer Care Department is constantly being dropped. They have offered to phone me back as i refused to let it stand. No call yet, no service and im being overcharged since i signed a document stating i will cancel the BIS service since March 2013. All their calls are recorded as they state. So they know the situation and REFUSE to assist
