BIS not working

My BIS has stopped working, I have paid for it twice within the 30 day period and it still does not work. On top of this my airtime seems to have disappeared, if i check my balance it shows free sms, data and nothing about airtime. Is it a network problem or is this just happening to me? I cant even get emails now and missed an important announcement because of it. Cell C provides uniformly poor service and you never seem to get what you pay for. Please fix this.
