NO COVERAGE-REPORTED IT 4 WEEKS AGO-NO FEEDBACK

I reported a network coverage problem to customer care and I was told to phone the relevant department by phoning 083 900 1212... No feedback, but let's say I did not pay my account for some reason they will be quick to respond then... so what now!!! What the do I do with a phone that I cannot use? Can I Cancel the contract!!! WITHOUT any penalty because it is not my useless network
