Unable to process an application in 9 days

I have a contract with MTN and wanted to take out a contract on the 16th of July for an iPad, i filled in all the forms and were told to come back on the Friday. On the19th I was told that they were waiting for the vetting to be approved by MTN. On going back the Monday I was told that my application wasn't even uploaded as yet as they have a system problem and their IT people are coming in on the Tuesday to fix the problem. On the Thursday 25 July I went back again as no feedback from them. I was then told that they are still waiting for IT and that one off their staff would go to the MTN shop at the airport to upload 15 applications from their side and promised feedback same day, needless to say I have heard nothing as yet and up to date no one can tell me how long I have to wait for approval. It is clear that they have no customer skills.
