Data bundle high bill

I had not used modem and sim card for the entire month of June, only to use it towards month end. I assumed that had 900MB that was supposed to be carried over to the new month, to add on top of 2Gig 2Gig. To my surprise, on the 8th July, my line was soft locked. I called customer care on 155, the consultant, Rose, told me that I have exceeded my monthly limit and to my shock, Vodacom will debit from my account R 2, 279.40 instead of R149. Apparently, Vodacom does not a limiter in place to for data products to prevent customer from exceeding their monthly package. How on earth will i the internet using out of bundle rate whilst I have a contract. R2, 279, 40 is equavalent to an additional 1Gig. Clearly there is some sort of rip off, how come with in 7 days, I have used almost 3, 5Gig of data... I mean really!!! Oh by the way if I want to activate a "limiter", I does not stop me from paying more but sends me an sms alerting me. However I was told by Rose that that system is not accurate as I may/ may not get it timeously. So what the point...
