How can there not be enough adsl ports

Been waiting for 3 weeks for feedback from Telkom as to why an ISP is not able to give me ADSL in Sonstraal Heights Durbanville. I was eventually told by Telkom that there is no infrastructure available in sonstraal heights durbanville to provide me with an adsl line.
