Data usage on a Blackberry smartphone

I am in a constant battle with data usage on a blackberry smart phone with an active BIS subscription. Problem is that the phone is used bare minimum and not even BBM is loaded, used only at off peak for the free minutes and its switched off mostly. The charges for data started off small with 2c p/m but on my latest account its almost R15.00. An agent called and assured me that somehow the phone connects and uses an alternative gateway/portal when the BIS one fails (accepted this explanation cause it was 2c although I know i don't use any data). He assured me this will stop. New account comes and NOW almost R15.00 data?!?! I am seriously confused and frustrated. Should I put that SIM in a Nokia 3310 and see if it still happens - but I suppose then according to Vodacom I would still have used the data? FRUSTRATED - please help!! PS: its not the phone because i had another sim also with BIS, in there and it never happened.
