Paying for data I have not received

Every 1st of the month Im suppose the get my monthly data on my cell contract. The morning of the first I switch on my data usage on my phone and wantedto go onto the net, and nothing happened. So I phone Vodacom care to find out whats happening, according to them I depleted all my 500 meg and R315 on data usage. I told them its impossible because I just switched it on, and they keep on saying its data usage. I was on the phone for almost an hour but still to help. So he said someone will call me and help to sort this out, this is now day three and still no luck
