Pay more get less

I opened a contract with vodacom 3 weeks ago yet my sim card hasn't been activated so I can't use my phone and they billing me when but I haven't used the sim card so I'm paying for nothing!! went in twice and they telling me to wait!! I'm tired now and I'm going to advise people to stay away from vodacom if nothing is going to be done!!!
