Sim swop without permission - mistake admitted

A sim card swop was done at Vodacom Gateway, Umhlanga by a certain Kevin, without my permission on a different phone, but with my cell phone number used. the 76 in the number was swopped to make it 0828246711. This is according to call centre staff.
I am based in Johannesburg. My wife uses the phone. We reported the matter 48 hours ago to the call centre 082 111, who conveyed the mistake to us. Subsequently 8 different calls made with security check every time, but no feedback yet and we, innocent parties are without service.
Yesterday afternoon when I phoned the 7th time, I was told to go to the nearest Vodacom shop for a free sim swop, because the mistake is Vodacoms. Had to be there in person as I must be clearly identified for security reasons, but shop could not issue a free sim. Call centre was phoned, but shop manager was sent from pillar to post without success. In the end gave me the sim free of charge, but it is still not activated.
I am inconvenienced, without service, no feedback, long calls, no action, no apology. Call centre front desk have no mandate and back office impersonal and not contactable.
