They offered a new contract, but we dont qualify

My husband has been with Cell C for about 7 years. He has always upgraded with no problem. He unfortunately due to certain circumstances is blacklisted, and is correcting the problem. In the meantime, on the 17th of May, he recieved a call from a call center agent, offering him a NEW contract for R299.99 per month, that over and above his normal contract, so which means they were willing to give him ANOTHER NEW contract. He declined that offer as he didnt need a 2nd phone, two weeks later, he was due for an upgrade, and he went into the store, and inquired after the laptop and ipad contract for about R590 odd. He was declined as he is blacklisted!! BUT sir, here is your new upgrade for your excisting contract. So why, do they decline the laptop promo, if they were willing to give him the PHONE contract two weeks earlier??? THEY CALLED HIM TO OFFER A NEW PHONE CONTRACT, NOT THE OTHER WAY AROUND, they knew he was blacklisted then, so why decline him now?
