Declined on affordability

So I phone MTN with regards to my upgrade. Apparently I can only upgrade in August. My Blackberry just gave in and I'm currently using someone else's phone. I get declined on affordability. Tell me how I can get declined on a contract that would cost almost the same as the contract I now have? I did apply for the Samsung Galaxy S4. I did apply for an additional contract but would have cancelled the other contract as soon as I could upgrade or cancel and I would have only had the 1 contract with MTN. I can afford the phone. I need a new phone asap.

I also earn commission EVERY month but that is not taken into consideration.
